Profil Lengkap Negara Hongkong

Hongkong – Hong Kong (HK) merupakan wilayah administratif khusus (semacam Daerah Khusus) di Republik Rakyat China. Status itu juga dimiliki Macau, wilayah bekas jajahan Portugis. Luas wilayah HK 1,104 km2 dengan penduduk sekitar 7 Juta jiwa. Penduduk HK terdiri dari etnis China (95%) dan etnis lain (5%). Mayoritas etnis Han asal Guangzhou dan Taishan, dua kota yang bertetangga dengan Provinsi Guangdong.

Dengan prinsip “satu negara, dua sistem”, sistem politik dan ekonomi HK berbeda dengan pemerintahan China. HK menerapkan sistem demokrasi-kapitalis dan menjadi salah satu pusat keuangan internasional terkemuka di dunia. Mata uangnya, Dolar Hong Kong (HKD, $HK), merupakan mata uang ke-9 yang paling banyak digunakan di dunia.

Sistem politik HK diatur oleh Hukum Dasar HK (Basic Law of Hong Kong), dokumen konsitusinya, yang memberi HK “otonomi tingkat tinggi” dalam semua aspek kecuali hubungan luar negeri dan pertahanan militer. Pemerintahan HK dipimpin oleh seorang Kepala Eksekutif (Chief Executive) yang dipilih oleh 800-an anggota Komite Pemilihan (Election Committee).

HK menjadi wilayah jajahan Inggris setelah Perang Opium Pertama (1839-1842). Bermula dari HK Island, koloni Inggris meluas ke wilaya Semenanjung Kowloon dan New Territoris tahun 1898. Sebelumnya kedua wilayah itu dikuasa Jepang saat Perang Pasifik.

Asa Usul Kata ”Hong Kong”
Nama “Hong Kong” (HK) dari bahasa Kantonis atau nama Hakka yang artinya “fragrant harbour” (pelabuhan yang harum) dalam bahasa Inggris. Sebelum 1842, nama itu asalnya merujuk pada teluk kecil –kini Aberdeen Harbour/Little Hong Kong—antara pulau Ap Lei Chau dan sisi selatan HK Island.

Sejarah
Kepulauan HK menjadi wilayah jajahan Inggris sejak 20 Januari 1841. Inggus juga menguasai Kowloon Peninsula dan Stonecutter’s Island tahun 1860 setelah mengalahkan China dalam Perang Opium Kedua.

Tahun 1941 tentara Jepang menginvasi dan menguasa Hong Kong, 8 December 1941 hingga Jepang menyerah kepada tentara sekutu dalam Perang Dunia Kedua tahun 1945. HK kembali dikuasai Inggris hingga 1997.

Pada 1 July 1997 Inggris menyerahkan HK kepada China dan menjadi wilayah administratif khusus pertama di RRC. Tung Chee Hwa terpilih sebagai Kepala Eksekutif pertama.

Pemerintahan

Pemerintahan Hong Kong dipimpin seorang Kepala Eksekutif. Ia memimpin semua urusan pemerintahan, kecuali soal Hubungan Luar Negeri dan Pertahanan Militer yang dikendalikan langsung oleh BeijingLembaga-lembaga pemerintahan HK terdiri dari Eksekutif, Legislatif, dan Pengadilan. Eksekutif dikepalai Chief Executive yang dipilih Komite Eksekutif, lalu ditunjuk oleh Pemerintahan Rakyat Pusat (Central People’s Government). Dewan Legislatif beranggotakan 60 orang dan dipimpin Presiden Dewan Legislatif.

Pemerintahan HK secara tradisional memainkan peran pasif dalam ekonomi, sebuah kebijakan yang dikenal dengan istilah “positive non-interventionism”. Hong Kong sering disebut sebagai contoh kapitalisme laissez-faire (laissez-faire capitalism). Hong Kong menjadi negara industri dan pusat keuangan dunia sejak 1990-an.

Demografi
Penduduk HK saat ini mencapai 7,03 juta jiwa. Sekitar 95% penduduk keturunan China, mayoritas Taishanese, Chiu Chow, orang Cantonese lain, dan Hakka. Etnis Han HK mayoritas berasal dari Guangzhou dan Taishan.

Sekitar 5% lainnya imigran dari Asia Selatan, seperti India, Pakistan, Nepal, juga Vietnam. Ada juga penduduk asal Eropa, Amerika, Kanada, Jepang, dan Korea. Sebagai tambahan, ada sekitar 300.000 pembantu rumah tangga yang kini bekerja di HK, mayoritas dari Indonesia (sekitar 150.000 orang) dan Filipina.

Bahasa

Bahasa penduduk HK sehari-hari adalah bahasa Kantonis (Cantonese), bahasa China asal Provinsi Guangdong hingga utara HK. Inggris juga menjadi bahasa resmi dan menurut sensus tahun 1996 digunakan oleh 3,1% penduduk dalam pergaulan sehari-hari dan oleh 34.9% penduduk sebagai bahasa kedua.

Bahasa Mandarin juga mulai banyak digunakan seiring meningkatnya imigran dari Cina daratan ke HK.

Agama
Kebebasan beragama berlaku di Hong Kong, dilindungi oleh “Basic Law of Hong Kong”. Sekitar 90% penduduk menganut agama Budha (utamanya Chinese Mahayana), Confucianism, dan Taoism.

Agama Kristen dianut sekitar 600,000 atau 8% dari total penduduk. Ada juga penganut Sikh, Muslim, Yahudi, Hindu, dan komunitas Bahá’í.

Transportasi

Transportasi HK menggunakan Kapal Ferry, MTR (Kereta Bawah Tanah), Bus, Taksi, dan Tram. Lebih dari 90% penduduk HK menggunakan transportasi umum tersebut. Hanya 10% menggunakan kendaraan pribadi. Ongkosnya menggunakan kartu Octopus dan uang cash. Tram segala jurusan tarifnya 2 dolar HK untuk orang dewasa dan 1 dolar untuk anak-anak dan usia lanjut.

Kereta cepat bawah tanah (MTR) memiliki 150 stasiun dan melayani 3.4 juta orang per hari. Hong Kong Tramways beroperasi sejak 1904. Bus tingkat dua diperkenalkan sejak 1949.

Jalan-jalan raya dibeton. Lalu lintas relatif tertib dan lancar. Trotoar untuk pejalan kaki aman dari PKL atau halangan apa pun. Tertib lalu lintas pengendara dan pejalan kaki membuat jalan-jalan bebas macet dan minim kecelakaan.

Iklim
Hong Kong merupakan salah satu negara di Asia yang memiliki empat musim: musim semi, musim panas, musim gugur, dan musim dingin.

Musim Semi: Maret s.d. Pertengahan Mei, suhu rata-rata 23 derajat Celcius.
Musim Panas: Akhir Mei s.d. Pertengahan September, suhu rata-rata 28 – 33 derajat Celcius.
Musim Gugur: Akhir September s.d. Awal Desember, suhu rata-rata 23 derajat Celcius.
Musim Dingin: Pertengahan Desember s.d. Februari, suhu rata-rata 17 derajat Celcius.

Hong Kong termasuk negara yang membebaskan visa ataupun bisa mendapat “visa on arrival” (mendapat visa di bandara setempat) bagi pemegang paspor indonesia. Warga Negara Indonesia dapat mengunjungi Hong Kong & Macau selama 30 hari tanpa visa, namun visa diperlukan untuk mereka yang akan bekerja, belajar, menjalani latihan atau tinggal menetap.
